The new button should go into the "Autotest Connection" section down below. Please also add help text, similar to the existing buttons, to give more information about what this action does.

Add an admin-only "refresh autotest schema" on the course settings page to allow MarkUs to get the new schema. This PR adds the admin route and controller action, a button on the course settings form and controller specs to test the behavior.
